Industrial chemicals: when Thai FDA does not regulate them

Thai FDA regulates hazardous substances used in homes and for public health. Its guideline of 30 December 2025 lists 80 industrial uses that are outside its scope, with three important exceptions.

The guideline covers 29 industry groups, from paper and construction to plastics, electronics, textiles and printing inks. Chemicals used in these processes, or as raw materials for other products such as cosmetics, are not FDA hazardous substances; other agencies, mainly the Department of Industrial Works, may apply.

Still regulated by Thai FDA

Customs and FDA checkpoints can use the guideline as a reference. Keep the guideline item number with your import documents.
